Managers have been in fear of losing their jobs and having to make people redundant. For HR times have never been busier and the same fear has enveloped many HR departments as well. The best way to overcome this fear in these uncertain times is as always to confront it head on.

Many employees have most likely been watching what has been reported in all the newspapers for the past year. Job losses, cuts, austerity measures and similar headlines have all loomed large in the dailies and local papers. Even if a company hasn’t been making cuts or made any plans to make people redundant, employees will still be nervous and productivity may drop as a result. The NHS is facing one of the biggest challenges of its lifetime. When Claire Rayner former nurse and agony aunt died last year, her deathbed threat to David Cameron reflected the entire population of the UK’s fears: that the coalition government would destroy the NHS. Rayner’s warning that she would return to haunt Cameron if he screwed it up made many laugh, though it is doubtful that Cameron himself has heeded that threat.

Britain is the envy of countries the world over for many things, not least our National Health Service. The simple motto on which the organisation was founded – that medical care was a basic human right everyone should be afforded – has never seemed more poignant. With the threat of part privatisation hanging over the organisation’s head, NHS bosses are in a quandary over how to deal with the stringent cuts being enforced on them by the government. The NHS employers'conference in November is geared around a single theme ‘Delivering Changes Together’. The organisation has realised that to survive Cameron’s cronies they will have to stick together and work as a team to deliver the cuts the government want whilst maintaining the services for which they are famous the world over.

The fear of losing the NHS has not just been confined to Britain. Many US commentators including Michael Moore have made appeals to the British public not to allow the government to destroy the organisation. Perhaps the people with the most to worry about within the NHS are the HR teams whose responsibility it is to deliver difficult news to many of the staff currently working in the organisation.

The government has promised the British public that it does not intend to cut front line services in the NHS. Yet this is the same government who also said they would ‘ring fence'the NHS and protect it from privatisation or even part privatisation before coming to power. How quickly things change. No one in the UK within and outside of government denies that the need to cut public expenditure is important. Yet cuts are always painful and when services like the NHS are threatened, can become lethal.

The HR teams up and down the country within the NHS have already been conducting redundancy consultations with many of the staff. Pay freezes and pay cuts have also been discussed. In short, being an HR Advisor or Manager within the NHS right now is not an enviable position to have. So what’s the solution? There is no simple fix to this challenge. At the moment the best the HR team can do is to focus on maintaining the jobs boards and deliver bad news as painlessly as possible. There are still many positions being advertised including nursing jobs, GP posts and Mental Health Specialist vacancies. So far the government’s pledge to cut nothing from the front line is holding.

The question on everyone’s lips though is what’s next for the axe? With back office staff already looking over their shoulders fearfully expecting a P45 to arrive any day, it’s anyone’s guess as to who’s next for the dole queue. HR delivery has never been more difficult.
